LBST in charge of study on the technical evaluation of the functionality of the ‘guarantees of origin’ (Go) system in Europe

June 2025Under the leadership of LBST and in co-operation with the Öko-Institut and Trinomics, an important study on the functionality of the GO system in Europe was carried out for DG ENER.
First, a repeatable methodology had to be developed to identify relevant factors that would allow for conclusions to be drawn about the functionality of the GO market and system. Particular attention was paid to factors that affect the balance between supply and demand for guarantees of origin.
By defining data-based indicators along six relevant market dimensions (liquidity, harmonisation, stability, transparency, efficiency and responsiveness), the market for ‘guarantees of origin’ in Europe for electricity and gas was fully analysed.
Based on this, conclusions could be drawn on the effectiveness of the GO system. In particular, the effectiveness in terms of traceability, as a trustworthy instrument in reporting, as an incentive for the expansion of RE and as an instrument for improving system efficiency.
In addition, a semi-quantitative outlook on possible market developments was provided, including a complete overview of the measures currently being discussed for the further development of the market.
With this study, LBST has fulfilled the European Commission’s reporting obligation under RED III Article 19(13a).
