Investment needs of European energy infrastructure to enable a decarbonised economy

January 2025For the EU Commission (DG ENER), LBST, in partnership with Trinomics and Artelys, has identified the investment needs for a fully decarbonized energy system in Europe. Major investments in H2 pipeline infrastructure are needed especially by 2030, in addition to the expansion of transmission grids.
LBST has mainly focused on hydrogen infrastructure, including pipelines, underground storage facilities, facilities for the transport sector (especially H2 filling stations), import terminals and electrolysis plants with a system-supporting impact.
The analysis required a deep technical understanding of the various infrastructure categories to determine the appropriate scaling indicators. A comprehensive analysis of the latest cost literature and interviews with project developers enabled the consideration of post-pandemic cost increases.
The starting point of the analysis was the comprehensive evaluation of H2 infrastructure projects in Europe based on the TYNDP2024 until mid-2030, as well as the supplementary long-term demand projections from system models until 2040.
LBST contributed significant input to the discussion of financing options for hydrogen infrastructure, each structured according to the different ownership structures and investment risks.
