The aim of the study is to analyse and evaluate a European legal framework for the infrastructure and market design for hydrogen. This way, the potential development of a corresponding regulation at EU level is to be promoted.

For this purpose, information about European strategies for introducing hydrogen into the gas network was first identified and analysed in a structured manner. Based on this information, several prototypical development paths for the introduction of hydrogen into the European infrastructure and markets were derived. Finally, already documented approaches for the inclusion of hydrogen as a state-regulated energy carrier, including the underlying rationales, were analysed. The study was accomplished on behalf of the European Commission, DG ENERGY, in cooperation with Trinomics.
